Hale Oruç, PhD.

Dr. Hale Oruç, who continues her consultancy activities in the field of capital markets and regulatory compliance, served as the Director of Investor Relations at Avrupakent Gayrimenkul Yatırım Ortaklığı between 2024 and 2025. Prior to this, serving as the Head of Authorization and Surveillance Group at the Capital Markets Board (CMB) Department of Corporate Finance, Oruç managed the processes of drafting regulations and finalizing corporate applications regarding mergers, spin-offs and acquisitions, related party transactions, material transactions, tender offers, squeeze-out and sell-out rights, and privileges, as well as corporate governance and sustainability. She also took part in initial public offerings, issuances of capital market instruments, and the surveillance of publicly held companies.

Hale Oruç has served as an instructor in the aforementioned fields at SPL, TSPB, TÜYİD, TKYD, and various universities and public institutions and between 2016 and 2023, she lectured on Corporate Governance at the graduate level at Istanbul Ticaret University. Additionally, she represented the CMB in studies conducted under the EBRD and OECD, particularly in projects regarding “Supporting Women on Boards,” “Independent Women Directors,” and the digitalization of the corporate governance reporting framework.

During her six-year tenure at the CMB Department of Accounting Standards, Oruç played a role in the establishment of financial reporting and independent auditing standards. She began her professional career at the Ziraat Bank Banking School and subsequently worked as a specialist responsible for the economic and financial analysis of agricultural projects within Ziraat Bank between 1996 and 1999.

Oruç completed the MSc in Finance program at City University London, Cass (Bayes) Business School with distinction and also holds master’s and doctoral (Ph.D.) degrees in Accounting and Finance from Gazi University. A graduate of Hacettepe University, Department of Business Administration (English) , Oruç holds Sustainability Expert and Legal Expert certifications, as well as all capital market licenses (Level 3, Derivatives, Real Estate Appraisal, Corporate Governance Rating, Credit Rating, and Independent Audit).

Previously, Oruç worked at the Accounting Standards Department of the CMB for 6 years, where she was responsible for the development of financial reporting and auditing standards. She began her career at Ziraat Bank School of Banking and worked at the Bank’s Project Finance Department between 1996-1999, where she was responsible for the economic and financial analysis of agricultural projects. She also taught Corporate Governance Course at Istanbul Ticaret University at graduate level between 2015-2021. She has served as a member of the Advisory Board of the

Project to Promote Higher Representation of Women in Companies’ Decision-Making Bodies and Independent Women Directors.

Oruç holds a Master’s degree in Finance from Cass Business School-City University London with high honors, a Master’s degree in Accounting and Finance from Gazi University, and a PhD from the same university. She graduated from Hacettepe University, Department of Business Administration (English).
